Chris O’Donnell is a retired USAID Foreign Service Officer and Contracting Officer whose final assignment was in the East Africa Region, based in Nairobi, Kenya. In this role, he was instrumental in the design, implementation, and oversight of more than $400 million in HIV/AIDS, malaria, tuberculosis, and family planning programs with U.S., local, and United Nations implementers. He also trained USAID staff and new and emerging local organizations on U.S. government financial, contract, grant, and audit regulations helping to build long-term institutional capacity. Following his retirement from USAID, Chris founded a U.S. based consulting business that supports new and growing organizations in securing and managing USAID contracts and grants. Over the past decade, he has trained and mentored organizations across the United States, Asia, and East Africa, strengthening their ability to deliver sustainable impact. A graduate of the U.S. Air Force Academy, Chris served more than 35 years in the active and reserve Air Force, while simultaneously serving as a Foreign Service Officer bringing unmatched experience in capacity building, partnership development, and global health programming to Aras.
